Sierra Leone District Change Project

Overview

The District Change Project works directly with District Education Offices, building their capacity to lead school improvement themselves rather than waiting on national-level direction for every decision.

It's a deliberately unglamorous programme - data systems, planning routines, budget management - but it's the layer of the system that decides whether reform reaches an actual school or stalls at the district office.

Objectives

• Build district-level data systems for tracking school performance.
• Strengthen district education office planning and budgeting routines.
• Establish peer-learning networks between district education officers.
• Create a model other districts can adopt without external support.
